Performance Max for B2B: when it brings leads and when it burns budget

Performance Max has a mixed reputation in B2B: lots of leads, little revenue. The problem is rarely the campaign type itself. It is the goal you give it. Tell Performance Max to optimise for "form submitted" and it delivers exactly that: as many submitted forms as possible, no matter who sends them.
Performance Max delivers qualified B2B leads when the campaign optimises for a conversion close to the deal, knows lead quality through imported offline conversions, and is constrained by brand exclusions, negative keywords and spam protection. Without that data it optimises for cheap form fills and burns budget. Rule of thumb: measurement first, Performance Max second.
When Performance Max burns B2B budget
Performance Max serves across all Google channels: Search, Display, YouTube, Discover, Gmail and Maps. That is a strength when the campaign knows what a good lead looks like. When it does not, it reliably finds the cheapest conversions. In B2B, those tend to be students, job seekers, competitors, spam bots and people who download a whitepaper but never buy.
Three typical causes sit behind weak PMax performance in B2B. First, the conversion goal is set too early in the funnel, such as a download or newsletter sign-up. Second, there is no feedback from the CRM, so the campaign never learns which leads became customers. Third, Performance Max picks up brand searches that would have come through your own Search campaign or organically anyway, and takes credit for those conversions.
What Google itself recommends for lead campaigns
Google's help page on Performance Max for lead generation is surprisingly clear on several points. Google recommends optimising for deeper funnel conversion actions where possible and notes better protection against invalid leads as a side effect. For value-based bidding, the goal should sit close to the deal and reach at least 15 conversions in the last 30 days. For volume-based bidding, set the target CPA close to the maximum cost per lead you can accept, and track only one funnel stage per bid strategy.
For the learning phase, Google suggests at least one to two weeks, and up to six weeks for complex setups or low conversion volume, before making major changes. Against spam it recommends qualifying questions, reCAPTCHA and server-side validation. Brand exclusions stop Performance Max from serving on your brand terms. And since March 2025, according to Search Engine Land, Performance Max campaigns support up to 10,000 negative keywords each, up from 100.
Worked example: cost per lead versus cost per opportunity
Suppose a Performance Max campaign delivers 120 leads a month on a 6,000 euro budget, or 50 euros per lead. A Search campaign delivers 45 leads on 4,500 euros, or 100 euros per lead. At first glance, Performance Max is twice as efficient.
Now add the qualification from the CRM: 6 of the PMax leads become sales opportunities, compared with 9 of the Search leads. That puts an opportunity from Performance Max at 1,000 euros and one from Search at 500 euros. The picture flips completely, and this is exactly the information Performance Max needs to bid differently.
Setup in five steps
- Move the conversion goal down the funnel: Make a qualified lead or opportunity the primary goal, not the form submission. Keep early actions as secondary conversions for observation.
- Import offline conversions: Send status and, ideally, value from your CRM back to Google Ads. Only then can the campaign tell good leads from bad ones.
- Exclude your brand: Set up brand exclusions and run brand searches through a dedicated Search campaign. That way you measure the true incremental contribution of Performance Max.
- Protect quality: Add negative keywords from search term insights, review placements and build qualifying questions and spam protection into the form.
- Test fairly: Give the campaign the learning time Google recommends and evaluate on cost per opportunity, not cost per lead.

FAQ
At what volume does Performance Max make sense in B2B?
For value-based bidding, Google names at least 15 conversions in 30 days for the chosen goal. If your qualified conversion volume is below that, the campaign lacks signals, and a well-managed Search campaign is often the better choice.
Should I run Performance Max and Search side by side?
Yes, with clear roles. Search covers brand and core terms, Performance Max adds reach. Brand exclusions in Performance Max stop the two from cannibalising each other's conversions.
How quickly will I see results?
Google recommends a learning phase of at least one to two weeks, and up to six weeks with low conversion volume. Evaluate only after that, and based on opportunities.
